Does Black Light Get Kids to Wash More?

Elementary school students in Glasgow were given a glow-in-the-dark lotion to put on their hands.  Then they looked at their hands under a black light, then they washed.  Once they learned to wash for 30 seconds with with warm, soapy water, they were “Official Germ Busters.”  So does this technique actually get kids to wash better or more frequently or just teach them that white fabrics and hands with lotion look really cool under a black light?
